DHA issues notices to 100 residents on dog rules violations

LAHORE: Defence Housing Authority (DHA) has issued notices to its 100 residents in the last few months for violating the dog keeping rules.
DHA security officials said, "Dog keepers in the DHA will be fined or lose their pet if they violate the rules."
They said out of the total 15,000 houses in the DHA as many as five percent of the households keep dog(s). Officials said only a few households had registered their dogs as per cantonment board rules. According to the rules applicable since 1960, it is compulsory for residents to register their dogs, display the registration tag; vaccinate the dogs and chain their dogs' outdoors.
"However, majority violates this rule," an official concerned said. "We have not only received complaints of excessive dog barking, but they have also bitten people." He said, "Excessive dog barking that causes a nuisance is an offence. We can make an order requiring the reduction of excessive barking by a dog, can limit the number of dogs that can be kept on a premises."
He said, "Owners/keepers are responsible and liable for the actions and behaviour of their dogs at all times." Another DHA official said, "Neither DHA authorities nor the security officials will be liable for loss, damage or any kind of injury sustained by any human."
Another official said, "A few months back, two UK-returned persons were bitten by an unleashed dog. The injured registered a case and the dog's owner was taken to the court."
He said in another incident a maidservant was bitten by her neighbours' dog. A case was registered and the maid was rushed to the hospital.
